SpL361 : Information & Communication Technologies

Introduction to information & Communications Technologies (ICT) including Internet of Things (IoT), smart city concept, ICT & urban sensing, ICT use in transportation and applicability, policy for ICT in education and case studies of NMEICT projects, global water crisis and sanitation challenges, ICT for water & sanitation, role of ICT in health, role of ICT towards inclusive society with policy nexus, municipal waste management & ICT, e-governance, limitations and challenges of ICT, digital divide, unanticipated consequences of ICT, social change and the cult of technology, technology and disempowerment, data privacy, data protection bill/regulation (GDPR & DPDPB), conceptualization of ICT-based potential solution. SpV399 Special Module is policy Studies 1 Credit (1-0-0) For the particular domain, topic or issue chosen by the instructor (e.g. climate change, energy, agriculture etc.) the course would aim to familiarized students with key concepts in science and technology policy making. It would include studying various elements, actors and stages in the policy process and critical perspectives on unpacking and understanding methods of policy analysis for the particular issue chosen by the instructor. SpL701 Introduction to Science and Technology policy Studies 1.5 Credits (1.5-0-0) The course will begin with a brief theoretical understanding of policy making processes and touch upon the specifics of science and technology policy systems in India. It will specifically examine the role of stakeholders in the process such as grassroots voices and civil society organisations, industry, academia, international actors, and policy makers. It will then examine the role of science and technology in policies in selected current and emerging key sectors, e.g. transport, agriculture, health, energy, environment, or information and communication technologies. The course will also explore the inherently political and contested nature of decision making in the policy arena. SpL702 Approaches to Science and Technology policy Studies 1.5 Credits (1.5-0-0) The course identifies six themes which are key to understanding Science and Technology Policy (STP) viz., Safety, Ownership, Ethics/morality, Knowledge base, Participation and Choice of policy instruments. Through sociological, economic, regulatory and legal literature on selected current and emerging key sectors, e.g. transport, agriculture, health, energy, environment, or information and communication technologies, it invites the students to keenly understand the various underlying approaches in STP.
